On September 29, 2025, the White House unveiled a detailed 20-point proposal for ending the conflict in Gaza. The Plan released by US President Donald Trump call for an immediate ceasefire, release of hostages, staged Israeli withdrawal, demilitarisation, and establishment of a transitional technocratic governance body. The plan excludes Hamas from Governance, proposes an International mechanism and a large-scale reconstruction aid for Gaza.
Israeli PM Benjamin Netanyahu publicly backed the plan. He also emphasised that it aligns with Israel’s war aims of dismantling Hamas’s military power, recovering hostages, and preventing future security threats. During the joint announcement, Netanyahu warned that if Hama rejects the proposal, Israel “will finish the job by itself.”

Hamas has not yet accepted the plan. There are no updates from the Hamas side regarding the plan, not even a single comment being passed. Their assent is considered a critical factor in whether it can be implemented or not. Meanwhile, the Palestinian Authority (PA) issued a statement supporting diplomatic efforts and expressed willingness for reforms to enable a return to Gaza.
In the Press briefing after unveiling the plan. Trump praised Pakistani Prime Minister Shehbaz Sharif and Army Chief General Asim Munir for their strong backing of the peace proposal. “They were with us right from the beginning… they back this 100%.” Sharif himself posted on X welcoming the plan, stating that lasting peace in Palestine and Israel is essential for regional political stability and economic growth.

The Core elements and conditions of the plan seem more favourable to Trump than to Israel or Palestine. While mentioning the ceasefire, it becomes active only if both Israel and Hamas accept, according to the plan. The plan also says that all Israeli hostages will be returned within 72 hours post-agreement, in return, Israel would release Palestinian prisoners. The plan states that no one will be forced to leave Gaza, but those who wish to leave may do so under certain conditions. A transitional technocratic government body will take over, supervised by an International oversight body, not involving Hamas. And in the last, Hamas is to be disarmed so that security can be managed accordingly by the allied forces.
Some of the biggest challenges mentioned by the experts are that Hamas’ acceptance is still uncertain without their buy-in, and the plan may not take off. Netanyahu faces pressure from right-wing factions, which might reject parts of the plan, especially regarding withdrawal or limitations on actions. Transitioning from wartime to peace, restructuring Gaza governance, avoiding renewed conflict, ensuring security, and rebuilding all are extremely difficult.
