    PM Modi Pushes Development, Slams Congress In Poll-Bound Bihar

    The Prime Minister’s three-day visit to the eastern states ended with his visit to Bihar. His visit included key infrastructural projects, the inauguration of the Makhana Board, and statements regarding Congress’s ‘anti-Bihar’ sentiments.

    Modi visited Bihar on Monday, 15 September 2025, after attending the 16th Combined Commanders’ Conference in Kolkata. The first two days of his visit included the northeastern states of Mizoram, Manipur, and Assam, where he launched key infrastructural developments across the states, increasing connectivity and development in the north-eastern region.

    Developmental measures

    He travelled from Kolkata to Purnia, Bihar, where he inaugurated the new Interim Terminal Building of the New Civil Enclave at Purnea Airport, a significant step towards improving the state’s air connectivity. He also laid the foundation stone and inaugurated projects worth approximately ₹36,000 crore, boosting the region’s development.

    Regarding the river development projects, the PM launched Phase 1 of the Kosi-Mechi intra-state river link project worth over ₹2,680 crore. This project will help agriculture by increasing irrigation and controlling floods in the particularly flood-prone region of North Bihar.

    A major event was the inauguration of the National Makhana Board. The Union Budget 2025–26 had announced the constitution of the Makhana Board in Bihar, under the ‘Agriculture as the First Engine’ for India’s development journey. It will encourage makhana farmers of Bihar and the whole country to adopt and implement modern technologies. The board will focus not only on production but also on post-harvest processes, including marketing, export, and import.

    He also participated in Griha Pravesh ceremonies for over 40,000 PMAY beneficiaries and distributed ₹500 crore to women’s self-help groups under DAY-NRLM.

    Attacks Congress over ‘bidi and Bihar’ post

    PM Modi criticised the recent viral, now-deleted post by Kerala Congress that stated, “Bidis and Bihar start with B. Cannot be considered a sin anymore.”
    “You must have noticed that RJD’s ally, the Congress party, is comparing Bihar to a beedi on social media. People have so much hatred for Bihar. They harbor so much hatred for Bihar and, through corruption and scams, have caused great harm to the state. Whenever Bihar progresses, these people are hell-bent on insulting Bihar,” he said.

    The post was made in reference to the GST Council’s decision to reduce tax on bidis to 18%. The post drew massive trolling and criticism, particularly from the BJP and ally JD(U).

    Kerala Congress later deleted the post and apologised, calling it a ‘mistake’.

    Addressing the women in the crowd, Modi said: “My mothers and sisters who have come here, I especially want to tell you that due to the reduction in GST, kitchen expenses are going to be reduced a lot. From toothpaste, soap, and shampoo to ghee and many food items, everything will become cheaper. The price of stationery used for children’s studies will decrease. This time it will be easier to buy new clothes and shoes for children during the festival, because they will also be cheaper. When there is a government that cares about the poor, it works for the welfare of the poor.”

    PM Modi had last visited the state on August 22 while launching projects worth ₹13,000 crore. He also visited Motihari in Bihar back in July and laid the foundation stone of multiple development projects worth ₹7,200 crore. These developments hold major significance in poll-bound Bihar, with assembly poll dates likely to be announced in the next few weeks.

    Protests In Bihar

    On the same day as the Prime Minister’s visit, job aspirants in Bihar held a protest to press their demand for the announcement of the date of the constable recruitment test in the state. The protesters breached security barricades, prompting police personnel to baton-charge them. The demonstrators were demanding the announcement of total vacancies and the exam date for the recruitment of constables in the Bihar Police.
