    Manipur Breakthrough: SoO Pact Signed, NH-2 Reopens, Camps Relocated

    A SoO signed by the MHA, Manipur Government, and Kuki-Zo groups, like the KNO and UPF. Reopening of NH-2 and Relocation of Militant Camps. While the Kuki-Zo forces continue to push for “separate administration” carved out of Manipur.

    A Suspension of Operation (SoO) agreement was signed on September 4, 2025, by the Ministry of Home Affairs (MHA), the Manipur Government, and Kuki-Zo groups, including the Kuki National Organisation (KNO) and the United People’s Front (UPF). The Pact sign is seen as vital to restoring the peace since the ethnic conflict erupted on May 3, 2023, which displaced thousands and caused fatalities.

    The Key provisions decided in the Pact that was signed are the reopening of National Highway-2 (NH-2) for free movement of commuters and essential goods and services. The Agreement gives assurance of Manipur’s territorial integrity. While the Relocation of militant camps was also decided, around seven designated camps are to be moved away from conflict-prone areas.

    Earlier on September 3, central officials, including Rajesh Kambley (Joint Director, NE MHA) and A.K. Mishra (NE Interlocutor), met the Kuki-Zo Council leader in Delhi. The discussion ended with Understanding, although negotiation initially stalled. The Kuki-Zo group continues to push for “Separate administration” carved out of Manipur, while the central government avoided committing to such political demands in the pact. The timing is said to align with PM Modi’s planned visit to Manipur on September 13, his first ever after the Ethnic violence. 

    The SoO terms may include logistics Adjustments like relocation of camps, secure channels for cadre allowances, and restrictions on displaying weapons outside camps. The Kuki-Zo Council (KZC) is committed to opening NH-2 and cooperating with security forces to maintain peace. 

    In May 2025, Kuki leaders, including MLAs, civil society representatives, and SoO group members, suspended their engagement with the Centre, demanding meaningful political dialogue before resuming talks. On June 11, 2025, Government sources confirmed that President’s Rule in Manipur would continue until a lasting ethnic truce is achieved and governance can be restored.
